Automated payment gateway and batch payment system creation

We have a functioning website that we'd like to make modification to by adding an automated payment system to the sign up process. This automated payment system will need to be using 128bit encryption and process batch payments - it will be very similar to a subscription style payment system as far as functionality goes. Clients will also need to be able to setup and cancel automated payments from a menu under their login control panel. The system uses both paypal and the ANZ Egate system. Previous experience with ANZ Egate will be strong bonus for the successful canidate. Paypal payments experience is an absolute must. Due to the highly secure nature of this project Local developers will be given preference - however we will not discount superb candidates from overseas. The project is on a very strict timeline and must be completed within 3 days of the project being awarded.
