CMS based website

I am looking for someone who can build a small CMS website from scratch. No template or ready made code, everything has to be coded from scratch. Everything has to be documented! The two most important skills we are looking for are speed and great time management. This project is just a beginning, if end product is delivered above expectations, then we will give you more work. Basically the website will be collection of different type of profiles (like yellow pages catalog) with Geo-location info. We will use Amazon EC2 and S3. You will get more details if you're chosen as winner. We have decided to go with PHP, Javascript and MySQL. And we will use Google maps for map view. Icons, logos etc are ready so you do not have to worry about that. You have to use iterative development. Project will be divided in three parts: gui/design, coding/development of business logic and change and enhancement. You have to document daily progress at a fixed time everyday. Payment will be agreed upon before project start. Take a look at the attached document for further information. And remember, project details are not written in stone, there will be changes during the project.
