Convert Flash AS2 to HTML5/JavaScript ?

I have a quiz created in Flash (AS2) that I need converted to HTML5/JavaScript or other programming language/s that will work on mobile cross platform... the idea being to create one framework that can be used with phonegap and therefore most mobile phones. Content as well as a timer and points is loaded from an XML file and registration and scores for the leaderboard is called from php/mysql. The game also has achievements written in as2 as a shared object. The .fla with all Actionscript will be provided but is set out as follows using 3 scenes. Scene 1 is a logo Scene 2 contains the welcome page, registration, and info about the game Scene 3 contains a categories frame, the quiz frame itself with a popup movieclip that displays if the answer is correct or not, a results frame with a submit high score function, leaderboard and achievements frames (note that the script contains a shared object so that the user doesn't have to register each time the game is played as well as not resetting the score to zero when the game is closed). To be perfectly honest I have no idea of the work involved and therefore where to place this project ie fixed price or hourly budget. Ideally I would prefer a fixed price. Cheers
