Custom Search Function in Wordpress

Immediately need a qualified programmer to write a custom search (text box) function for Wordpress.
What I need:
• The search box will need to query the database and display results based on exact phrase match, location results (city) and outward radius from city, and then term match: displaying all at the same time in that order.
• The UI styling will be handled by me, however the code will need to be done neatly with html elements and css selectors in place.
The Site:
• The site has a custom plugin built to handle advertisers which contains the location data by address and zip code. All the addresses are located in 1 U.S. state (not nation-wide).
• The Site already contains a search by zip code and region. The database tables with this info can be used to create the search box.
