CMS database and data exchange platform using php /mysql

This is basically a website with a database and CMS pages. The homepage shld have a simple flash banner and the rest are contents. The page has 2 different sections: First section) 1) There will be a list of categories where you have to program to ensure we can add categories and then the pages are CMS where we can edit them. Up to 30 pages only max! 2nd section 1) It is a place to track and report vendor issues. You have to softcode and hardcode also. 2)There will be max 8 links with each link having databases with around 20 fields. You must softcode them in such a way that we should be able to add or change fields. Let me know which is easier. 3) We shld be able to rpint, create, view, edit and do maintenance as above. It shld have a log which allows us to check the history. Should have userid and password access. There should be permission restricted access. That means if i login as A , i can only see certain aspects of the main page and access certain categories only and if i login as B, then i shld be given another aspect only. SO admin shld be able to cater to visitors this different levels of access. Pls suggest how we can make it secure? pls suggest how we can backup the data? PLs give me your best quote and timeline.
