Create Newsletter/mailing list - php

Create double opt-in newsletter/mailing list script in php w/ appropriate admin functions. script must provide easy removal in the footer of the newsletter. HTML / full editor I would also like a css template system that is not located in the [login to view URL] so i can create templates, however, the path to the css directory can be located in the index.php. The css does not have to be fancy, as I can change it later. Very important, I did not want to have to edit [login to view URL] to edit templates, this is why i asked for css template directory, this is where templates would be placed, and the mailing list box would just be in the middle of any templates created in the css directory. the css would also hold any footers, headers, background color, and anything else needed for the template.
