Automating the conversion of our publications

Dear coder, In general, our publications are prepared by authors under Word, converted by us to PDF and then put online. Their design is relatively simple and bald. We have now elaborated a new, more sophisticated design. The objective is to convert our publications to the new design format. In some cases that conversion will be possible from Word to PDF, either that the articles are new or that we have their original Word version. In other cases it will be a conversion from PDF to PDF. The coder should elaborate a program/methodology allowing us to do so. In future we should be able to do so by ourselves. The coder should write a small program embodying all our presentation rules, including those of our design format(logo, header, footer...) and our editorial rules (spacing, font, referencing...).
