Complaints Board Site

Inspiration for this project is the site [login to view URL] Have the logos for the sites , we just need expert coder to select this software and for html/css. We need the same functionality, plus plenty of white space for google ads, ppc and sponsored advertising.? We have several of these complaints board type projects in our slate. Ability to search, from physician, hospital or date or type of complaint. We must be able to manage from simple CMS , think Joomla. Other features as shown on sample. Please advise.
