Custom Software using .csv file

I need? a custom program written that will take a excel file and both organize some of the contents, and clean up some of the contents. I HAVE REWRITTEN THIS AS IT WAS NOT VERY CONCISE SO HERE GOES... i need to have? a program written that will open a excel .csv or excel spreadsheet file...not sure which one yet...or if it matters then this program will have a clean up function...(in the photo its called run all) which simply means it will clean up the cells... for example if there is a collumn titled zip code and the excel file shows 91106-3471 the clean up feature would remove the -3471 leaving only 91106 in the cell. ? program is currently on my computer, and with a selected programmer a go to meeting can be initiated so that you may view it. im not sure how? i could transfer it to you with out the .exe file. another clean up feature would be to automatically calculate acres or sf, if one or the other is missing from the spread sheet. another clean up feature woudl be to automatically place the three sold listings in order of price in the top three rows, and the listings in order of price in the bottom three rows. other features to be discussed further when coder is selected. ( after this program is completed i expect to continue to higher the coder for upgrades and updates as needed) the sync button would not sync the data currently on the spreadsheet, but simply sync some imacro codes i have already written. the program will be simplelistic in its design as the one that is shown in the picture. but will also be unique. the coder is to use his own design skills to make it look different then the picture provided. i will provide a company logo, or am willing to take sugesstions. the save function will always save as to a certain new file that will remain in a excel format. i also would like a design change in that the titles of the columns are angled upwards so that it allos for more cells to be viewed in less space.
