Customize CRE Loaded Ecommerce site or create from new

The key points to focus on is timeline, functionality, expansion capability, cost, and quality of work. We are looking to complete the entire project approximately 3 weeks from today. The scope of work will include a bilingual ( English and Russian ) web portal with the specification as described below as well as additional specs currently in the planning stage. It is key to note that as this business develops we will be adding user functions and back-end control, making flexibility of the project a key criteria. Since this web project is e-commerce by nature, it is our assumption that it would be best to start off with an existing open source e-commerce site framework (such as osCommerce, CRE Loaded, Zen Cart etc.), that already has buyer profile functionality, logins, shopping cart, wishlist, product catalog etc., and expand it's functionality to accommodate our specialized needs and also remove/disable certain components of the framework. This should allow us to base the development on an already expandable and functional framework and complete it within the tight timelines.
