well what we could do, would be to modify the "registration" process, when someone creates an account, it adds his info in the database, we'll you make it so it adds a value like "free" until he pays using a paypal button, then you change it to "member" and you allow him to send emails, if the account is "free" and he tries to send email it will tell him that this feature is for paying members only ? (we could also use the date expire theory)
