Develop web service in PHP

We would like to have coded the following: - A simple webservice written in PHP that allows to manage 4 different tables in a mySQL database (add rows, edit rows, delete rows, get a list of rows matching a criteria, etc.) with an standard structure and its WSDL published. It can use nusoap or other library, but it has to be clearly identified in the bid. - Some ASP pages for a windows server 2008 R2 or a .NET component developed in C# that accesses a SQL Server 2012 database and adds/deletes/updates data in the mySQL database consuming the PHP webservice We will provide http and ftp access to our PHP server (linux + apache + PHP 5.1.6), phpmyadmin to the mysql database, rdp connection to windows machine and database access to SQL Server Specific references of previous similar works are required and a detailed explanation on the approach and project plan shall be included in the bid. Bids without it will be silently discarded. Thanks
