Apple/Android/Windows APP For Distributing Videos

I post videos to my WordPress blog several times a day. I would like to charge a fee to access the videos when posted. I would like the videos to be distributed via an "APP". When a new video is posted, the APP will notify the subscriber with a sound, a popup window with post title and featured image thumbnail. I will have two RSS feeds: 1. FREE - Two Hour Delay 2. Paid - Instant Delivery I would like the APP to understand if the user is FREE or PAID and distribute the correct alters. If the PAID user stops paying, the APP should revert to FREE feed.
