Add a featured hotels feature to my PHP hotel listing website

I have a hotel listing website. I want to add a feature, where the pages listing the hotels in a town have got a top area where *featured* hotels are listed, and the user can enter his email address to be notified when new hotels are entered. For this, the mailing list would need to be fixed. The mailing list is managed by TinyLetter, which makes it easy to embed. We also store a copy of the emails on our page. Additionally, each hotel listing page should link to the other listing page, for SEO purposed. For examples, hotels-in-sanfransisco should link to hotels-in-new-york in the footer. The list of hotels currently shows $0 as the price. This should become "Price not known". For the individual listing of the hotel, add a mailing list item that says something like "Would you like to be interested in deals on this hotel? Enter your email address".
