Build a review-style Web site

First off, I'd like to say this is my first look into anything like this. I listed the Budget as Very Small Project because I have no clue what something like this costs. I'm simply an individual with an idea. I am NOT a company with bottomless pockets. I'd want to work with a quality developer (preferably with some design experience) who I could communicate easily with. I've been on enough tech calls with foreign countries that I know I need someone who speaks FLUENT, CLEAR, English. I hate to sound like some kind of bigot, but I know I have a hard time understanding people with strong accents. Really, it's me; not you. :-) I'm interested in building a Web site similar to [login to view URL], only it would be limited to one career field. This site would not need any extras like a blog. It would be a very simple site that would allow users to rate certain companies in multiple categories (probably 5-star ratings) and then view the results of the highest rated companies according to whatever criteria is most important to them, i.e. location, pay, experience level, etc. Visitors to the site would not be required to rate companies. This would be a site where people in the industry could come to find the best places to work as voted on by the people in the industry. I don't really know (or care) what kind of platform this is built on. I would just want it to be something standard so that it would be easy to maintain by anyone familiar with programming. I DO NOT want a site that only one developer can build and fix. I look forward to hearing from you. Thanks, Todd
