Complete SharePoint 2007 / 2010 WebPart

I have two SharePoint applications both based on the 2007 version. Each of them do very different things, however need to be finalized / integrated into a final complete application. For each of the things I am describing I have robust requirements for, and I am a developer by trade so can field any questions you have. 1) The first is for me to manage our internal company security. Basically it is a way to apply a template that represents security settings for SharePoint objects. The templates are based on normalized XML, nothing fancy. The process goes two ways. A pre-exisiting template can be applied based on a wizard control (already created) or can point to an exisiting object and build the template off it. Within this WebPart there are some reporting components that provide metrics on the security settings as well as a way to set thresholds (not currently setup) that send notifications based on whether they are met. 2) The second is a request WebPart. This is 90% done (works fine) but needs a deployment mechanism whereby the pre-exisiting menus within the first WebPart allow the deployment of the WebPart to the target. I am willing to entertain converting the whole thing to Silverlight since it might be easiest. For the remaining requirements I can provide diagrams, flow charts for actions, and other documentation. At the end of the project I need the source and? an installation MSI that targets the 2007 / 2010 platform. I will provide the licensing components to integrate. A 2007 & 2010 SharePoint environment is required to bid on this project. DO NOT BID AND ASK ME FOR ONE, I WILL NOT PROVIDE IT!!!!
