Converting app written in C to web based application using PHP -Japanese skill is MUST

Japanese skill is MUST I have a software written in C. This app is basically manipulating with csv data conversion. But this software is a desptop application version and this was made about 4 years ago and getting old so I want to make it web based application with improved function. The overall purpose of this app is to convert 1 online store's item data into another website's item data. I would like to manage all of my inventory/item info on this cloud based system. Please show us your past works samples. I would like to have skype video interview first to discuss the details. then we can move onto text chat.
