Create Google Adwords API tool

We are looking for someone with Google Adwords API experience. You should already have access to their API so that you can do testing. We need a way to update some param1 and param2 fields in ads. These params are associated with keywords. We need a way to set and update these params by keyword. We need a piece of software that we can run on a mac computer that references a source CSV file with the following fields: campaign, ad group, keyword, param1, param2 and update the param1 and param2 for each keyword.
