Apple Airport and RoadRunner

I'm trying to connect my two computer home network - Apple PowerMac G4 and IBM ThinkPad - to RoadRunner (supplied by Time Warner of New York City). Both computers work well when directly connected to the cable modem (TCP/IP set for Ethernet and DHCP on the Apple). Both computers also work fine with AirPort if the AirPort base station is connected to a telephone line and is configured to dial a dialup ISP (TCP/IP configured for AirPort and DHCP on the Apple). However, if I connect the Airport base station to the cable modem and use AirPort Setup Assistant to configure the base station, AirPort claims that I'm connected to the Internet but nothing works. On the cable modem, the PC and Cable lights are steady and the data light is blinking.

Several already advised me to turn off the cable modem before connecting to Airport, then turn it back on but that suggestion did not work.

Already contacted Time Warner's 24-hour support line and they refused to help because they do not support the configuration of wireless networks.

Please help.
