We are a fledgling ISP providing filtered internet. We want to be able to offer our filtering service to anybody. We need software that will set actually force the DNS information. We want the software to require a password to uninstall the software. When the client installs the software on their PC it will route their web requests through to our filtering servers. it needs to work no matter what web browser they use. It needs to override all proxy information set in the clients computer. We do not want any way to disable the routing except by uninstalling the software and it requires a password to uninstall that is set upon installation (plus a master password incase the customer forgets)
If you can provide the program we need. we need to discuss the complete details, settle on price, and arrange payment. Both parties must agree before this agreement would become binding.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
