ASP.NET Application/Web Server Start event

This is maybe few minute project for someone ever done this. All I need is a way to detect IIS Web Server startup / shutdown from ASP.NET application and fire an event at each case. this will assume, I don't have root access to the Windows Server, like a shared hosting senario. Again, I just need a small class that will fire an event when IIS Web Server is started or is shut down. I also need to detect Website start stop events, so total of 4 events. Events should be able to execute asp.net code if possible, if not let me know. if .NET framework provides something like this, great, if not maybe some kind of com api or whatever? However, I have to have full copy rights, so no 3rd party compononents. This should work with ASP.NET 2.0 and also 1.1 if possible. there is a class A**pplicationStart** in [login to view URL], not sure if it does what we want. again should take few minutes if you ever done something like this.
