Access Based Simple Point of Sale

Essentially, looking for a simple point of sale system built that uses an access database. Also need the ability to process mail/call in orders, and pull information from web orders into database. Web orders is based on oscommerce, I can actually do this manually by "getting external data" from ms access.
However the one kicker is, the web needs to update the inventory field after a transaction takes place at my business. For instance a customer, buys a widget, inventory goes down to 9 in the store, a command needs to go to a php script to update the web inventory. So everything stays in sync. Everything else on the web does not need to be updated, it will be a database just to take orders, why my access database will be the primary database that will need to up-to-date.
Please let me know what you think, I was thinking visual basic.net. Please post bids, because we are SERIOUS on getting this project done.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
