Add sponsor logo marquee to Wordpress site

I need a horizontal scrolling sponsor logo marquee added to www.racing4vets.org. The site is Wordpress and uses the Catch Box theme. The marquee should be located directly below the top menu bar. It should have a control panel added to the back end which allows the admin to upload and manage sponsor logos, Alt information, hyperlinks and the marquee scrolling speed. The marquee should use the existing image manager/library that's already built into the site, if possible. I prefer using an existing add in or widget, instead of fully custom development. I also need the top logo / search box / social button section of the site to be reduced in height, and the top page border reduced in height, so more information appears "above the fold". In your response please provide 1-3 examples of similar marquees you have built in Wordpress sites.
