Auction style Website

Hi, I need an auction-site website coded and designed for me (something similar to eBay). I will require it to be coded so users can register, and after phone verification, or some type of other verification process, the user will have the ability to make fixed price buy listings, auction-style listings, and as well as buy other listings. I will also need some type of feedback system implemented. Looking to pay a fixed price for the job, not hourly. Willing to pay good if your productivity and workmanship is amazing.
