Build a Website Initial Feature

I have a business idea that would be similar in function to [login to view URL] 's functionality but on a much smaller scale and specific niche. Please also see [login to view URL] for reference. It is the type of website that connects employers to potential employees. This website will allow potential employees to fill out a customized form which will in turn allow a paying user to access a database of all the potential employees in the database. The paying user can search for candidates by a specific search criteria and qualifications and other information that was input into the form by the potential employee. ***I'm going to approach this website on a Project Basis as far as implementing it's features. For now I just need this current project to act like the first page of CARE.COM. Basically, I need a website that's going to store a database of potential employees. This project will bring the user to the website with only two options. One for the employer and one for the employee. I only need the functionality of the of the employee at this time. Once the employee clicks his/her option he is forwarded to a form they fill out and that form is stored in the database. *** Eventually but not with this current project, the employer will be able to search for employees from this database by basic search and advanced search criteria. The entire functionality isn't required all at once. Eventually I would like to get this site up and running just like [login to view URL] or NANNYSERVICES.CA. But for now I just need to store a database of all the employees then implement the other features later. The candidate I'm looking for should be knowledgeable in HTML/CSS and Javascript/jQuery. This website will also utilize things like user logins, sessions, database interactions, and any sort of purchasing functionality. I'm looking to hire someone with a server-side web language like PHP, ASP.NET, Django (Python), or Rails (Ruby). Database experience is important as well. looking for someone who has worked with something like MySQL, MS-SQL, or SQLite.
