Change our oscommerce design- URGENT

We posted this but the chosen provider was a waste of time and didnt even know how to use oscommerce, therefore you will need to prove to us you know oscommerce very well. We have a JPG of the kind of design we want, However some modifications also need to be done to oscommerce itself. 1. We would need to be able to pick a main page for each of our categories. 2. We would need to be able to pick Best Sellers, New Releases, Pre Orders for each of our categories.
