Dating Site Member/Profile Backend

I would like to have a Dating Site backend created which will interact from a template design to a database. We are going to have a template design created before this job starts. An main area which is semi-restricted for trial members and is unrestricted for paid members. The backend must be capable of having user profiles which can be created and edited by Users and Admins. User profile: -Images -Location information based on Geo IP. (show profiles from close cities) -Age -Looking for -Description/bio -Online/Offline, How active the user is. Search functions/filters. (Based on user profile information above) We also would like to have other functions possible such as Chat and Sending/Receiving messages. Also would like to have an Admin area where it is possible to import/edit/delete/export user profiles, view all data within the member database including chat/message conversations. Must be able to see currently online profiles and interact with these users from any of the pre-loaded female profiles. (Admin feature) Perhaps make this a content management system such as Joomla. This also must be able to track referrer / affiliate ID back to a affiliate tracking system such as NATS.
