combining two pages into one and adding dynamic bar at top

I need two combine two pages into a single page taking half of a page, and adding half of another page, keeping all links on both pages some color editing (ex: background) will be required for better match content is in Arabic, although project is more of copy and paste. a couple of (ready made banners) will be added to page (link supplied) prefer someone able to finish it within couple of hours at most.
