CV online with Cartoon Design

I'm looking for a design company to create a personal website being basically my Resume/CV Online.
The idea would be myself as a cartoon character in front of a city with tall buildings and clicking on links would animate the character. I was thinking about 10-12 animations + the main home page.
I have a tight budget. I know this is not precise enough to create a quote, a range of price would already help. I will be happy to talk about details. Let me know If this is something you would be able to do.
