Batch File Processing to post to Web (http get)

Must be able to run as a stand alone application on any windows machine (without any modules installed). Looking for a Desktop Application that will take CSV (comma delimited) records and submit them to a web page via HTTP GET Static file format/page. Must have a time delay between posts (preferably something that could be adjusted in a CONFIG TXT file, or in the GUI) Delivery via HTTP GET. Field names (and the position/column in the text file) will always stay the same, however, we need to be able to change the URL/address of the page (should be adjustable either in the config text file or in the GUI) Record Success Fail, write output file in CSV (retaining same format, but adding a column at the end marking the record as success/fail). During processing, a status bar should be present Stating which record it is processing, and the total. Time estimates would be a nice feature but not required. At end of processing. a Summary of successful transfers as well as failed transfers, and time elapsed would be nice. To record successful messages, we can put a value on the confirmation page. Please explain how you wish to have this done. App must be able to run on any windows machine as a stand alone app. GUI nothing fancy, just a way to select an Input file and a way to save an output file. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Must be able to run on ANY windows machine (without any specific language packs installed).
