Bulk Email Sender

I am looking for an? opt-in emailer program to be developed.? I am looking to have this be a windows based program that is FAST.? Also, changes IP addresses bound to the server every email sent, as well as have the option to rotate the IP's every email sent or every minute, or hour.? I have and own a web site wih thousands of members signing up daily.? My membership base is now close to 4 million members that I need to send 2 emails daily to each member.? They get points for these emails in which they can bid for items up on our auction.? I need this software to have many many additional features.? Domains rotation, from rotation.? Have an HTML editor to paste in the HTML code, and then preview it, the way it would look after emailing it out.? ? Have the option to send out and create only text ads or? Picture ads to send out.? Also, be able to create an ad and click on the html editor, and it would automatically convert it to HTML code.? Insert links into the HTML code, color, font sizes and styles, just about anything honestly.? This? opt-in emailer needs to be 100% can spam compliant.? This program needs to be something I can resell, and be made crack proof.? It needs to be able to have a database server "or in other words a so called mother server" to house the user and passwords of each customer of mine that pays monthly for it. I am looking for this to be able to have the option to send mail via "TO", "CC", or "BCC".? This needs to send out mail extremely fast.? Speeds like 200,000 /hour on mixed domains with connections to enter in from 1 to 999 threads.? Retry send attemps from 1 to 999 times.? Send / receive connections, and everything.? I have acouple of mailing programs now, but it is time for me to have my very own built now.? I can send over and show you some examples of some of the ones I currently have and use now.? I need something just like what I have now, but with WAY more features on it, and have it mail faster.? Only thing is, is that I am paying monthly fees for the one I am currently using, and do not have the source for it.? So it would only be something you could log onto, and see all functions, and I would tell you which ones I would need, and not need, and go over all additional features I am looking to implement into this mailer.
