Custom Wordpress Plugins

We need custom plugins created. We would like the plugins to be created for us to install in the Wordpress Admin. The websites we are wanting to mimic plugins from are www.thechive.com. The plugin we want mimic from [login to view URL] is the "Most Popular" We need it to show images just how it is on the site with the title below it. We are using WP-Postratings and want the most popular posts to be shown based on the most votes. The only thing we want to add to this is make it a carousel that a user can click a left or right arrow to slide through more "Popular Posts" We have a few other plugins we want as well but only want to start with this and see how it turns out.
