Convert XML DB/Files to MySQL

hi, I have some XML files that are updated remotly, these files are the equivalent of a database. 1. I need this data translated into MYSQL, taking note that when updates occur on any file it can be just a little section or addition of a new attribute. code has to be sensitive to detect any change and properly update the relevant tables. 2. I need a CMS Interface to manage this data, i should be able to add data manually to the database. 3. on the finished database I will like to have a JSON and XML webserivce to pull specific data which will be communicate to you. Sample XML file attached, there are between 5-10 types of files all interrelated, you code should be able to fetch these files from a folder, so the folder name can be changed at anytime and it will work with the files in the new folder. this is a core programming job, easy for the person who loves logic.
