Call Distribution/Management Software

I am looking for a software that resembles that of a SIM Server. The different will be the fact that Sim Servers are used for the management of GSM gateways, but this software will be only used for the management of Analog FXO VoIP gateways. The software will be installed on a server at a central location and the analog fxo gateways will be deployed in different countries and registered onto the central server where we can send calls very specifically to certain ports. It can control calls on a port by port basis and route calls intelligently by making sure every port/line only gets a certain amount of minutes per day (eg. 200minutes) and that after one call on say Port#1 (Gateway #1) there is a rest period of 30minutes before another call is send to port#1 The point is to create a human calling pattern therefore decreasing the chances of the ITSP blocking our phone lines used for terminating calls. We are open as to the hardware and will go based on advice as to which Analog VoIP gateway will work best. This is a very unique and challenging project, and previous experience in the creation of VoIP application is required.
