I presume you want the application to be specifically web based. I would suggest as follows:
Web: PHP/MySQL, the most trusted open source combination, would do best to the conversion.
Standalone: If you use it personally (ie not selling it to public or use it only within one of your business circle), why don't you just shift the DB from native VFP to MySQL? This can be achieved with minimal tweaking of existing software (I assume it is currently in VFP 9.0). Alternatively, if the data is not going to be huge, you can even use Microsoft SQL Server Express edition (free edition), which gives up-to 10GB per DB.
Even though the specifications are not given, in both scenarios, you can attach many new features to the application through native methods and/or integration of 3rd party plug-ins.

- regular trial versions for your review.
d. Delivery of Full version:
- After your acceptance.
