City map Portfolio

Hello, I'm looking for someone who can code a simple website for a portfolio. The whole website is a map of a virtual city. It's a flatten picture but when the visitor "mouseover" an element of the map, a description of what there is inside shows up. If he clicks on an element, it will open a box who shows the work with a description. I made an exemple that shows the differents steps (It's not the final map). In one building, there will be some informations like bio and contact but in the same "box" style. The challenging part is that I would be able to add works later easily selecting a building and adding a work inside with related informations. I also need to change the background image to add elements (without moving existing ones of course) I don't have restriction about programming language. I let you use the most appropriate. I have a short deadline (2 weeks, maybe 3) Thank you !
