API PHP Script for Digital Chalk

I need to integrate [url removed, login to view]'s API for account creation from a Shopping Cart into Digital Chalk's system. They have instructions and lists explaining the API. With Digital Chalks Enterprise service I can also create an SSO connection with DIgital Chalk from my own server and I am not sure what is the best solution yet. Initially I will just start with the API to get talking to their system, but future work may be available if I decide to go SSO.
1st step will be a script that takes the User Created Info to crosscheck valid account name and make a login along with an EULA button to accept, 2nd step will hand off to PayPal Pro to get payment for registration, 3rd step upon successful payment transaction, the info from the 1st step will pass through the API in Base64 encoding, the result of the HMACSHA1 hashing of the signature string to create the User Account and Turn off the EULA. I will need help implementing an SSL for use with the API also.
I was thinking of using Business Catalyst but I am not sure they allow anything but shared SSL that they provide. I may need Consultation to get started with the right Host to accomplish everything.
