Clone site - project planning stage

Hi Please look at website [login to view URL] I need to clone the functionality for another girls' football team (that's the real type of football as played outside the USA with a round ball). :-) This a project proposal stage only. I need ideas, and I need to be able to come to a decision as to identifying a web developer to do the whole job. That developer will be called to do the main job as a specified supplier. All artwork will be provided, so I just need someone to rough an outline and give an estimate of the cost of the full job as a later separate project. The full project will need the following: "I am looking ultimately for a site that is easy to navigate, that will appeal to kids of all ages from 6 through to grown women and parents (it's for a girls football team), we want to be able to put news into it and the end user wants to content manage it themselves as well as upload photos and match reports, plus linking it into the local county FA website, and other sites for our sponsors. Also the end user would like e-mail addresess for all managers and if possible a blog." Remember you are only bidding at this stage for an outline design and proposal to include recommended server.
