The template/style of the website originated in 2007 and was based on a php directory script popular by that time. Since then, all that (legacy) functionality has been removed but the CSS template has only been modified to improve the current display on desktops and on mobiles. Hence, there are two CSS stylesheets, one for desktops and one for mobiles. The job is associated with "cleaning up" these two CSS files to remove all unused parts. I've tried this myself but for one or other reasons, this did not succeed possibly because there is some sort of caching in place (mod_pagespeed module, ajax-based template).
