custom responsive quotation portal based on ASP.NET and Access DB

We would like to build a custom website that will collect quotation requests from an audience of authorized users. The website will be used on desktop, tablets and smartphones so it will have to be responsive and with a carefully designed graphic aspect for good usability. A good knowledge of ASP.Net and Jquery (including Jquery mobile) and CSS for responsive applications is needed. The website will also dynamically create and send email based on three HTML templates that we will provide. One of the pages will include a file upload area, so drag-and-drop upload usability is needed. The website will read/write into a pre-existing Access database, and it will reside on our webserver. The website will consists of 12 Views and related code-behind (called flowchart), the form will include validation and good usability with Jquery. Usability is a priority rather than aesthetics. I will provide all images, as well as loosely created wireframes and workflows. This way you can understand the main points of the application.
