Budget Calculator with Ticker Tape - bug fixes and new installer(repost)

This is a calculator primarily used as a tool for tracking monthly bills and expenses. It was developed on a XP Sp3 OS using VB6. Although I have not been able to install Visual Studio 6 on Vista or Win7 the Calculator will run on them. It has a starting balance which can be easily changed to match your bank accounts available balance. Items listed will add or subtract from the starting balance. There is a check box to mark the items listed as being cleared, and once checked they no longer effect the running total. The starting balance must be manually edited to reflect the bank accounts available balance. The budget listing can be saved for each individual pay period. The budget list typically begins with the current available bank balance followed by projected income being added to the starting balance and subsequent items being subtracted from the running totals. There is a drop down list of Payee's for ease of use. The current program has a few bugs and lacks a few features that I'd like to have added. We can make these feature changes with new separate projects after the bug fixes and new installer is completed. The program has a key watch using a Win32 function call for a "Hot Key Combo" to make the program visable and runs on system startup. This routine works but the key combo doesn't seem to be synced very well. I.E. Pressing the key combo should work only when both keys are pressed at the same time however pressing one and then the other works too, and sometimes there is problem setting focus to the interface without clicking on it with the mouse.
