Take all of User's income information AND take all of User's expenses information, based on how often they are paid and when their expenses are due, and tell them how much money they need to budget per pay period to cover their expenses, ongoing. The app should solve for people no longer looking at their bills and sayings "This pay period I have $1,400 in bills and next pay period I have $300 in bills! How do I budget my money?!" Instead they can say "Every pay period, no matter what, I need to set $627 (hypothetical) to the side for my bills." Empower people to budget their money consistently.
