Create an Installer for Android device to automate copying & installing several files & apps

I currently copy the same files & install the same apk files to an android device.
I am looking to have someone create an installer that will bundle these files together, copy them to their designated destination & install them.
I would either put this on a usb stick OR host the file so that it can be executed via a browser on the android device.
When bidding please give an estimated time on how long this will take you, please give a brief outline of how you will achieve the end result and if you can provide any similar previous projects that would also help.
