Mobile App for Ordering Groceries

I have a requirement of mobile app for used for ordering groceries and food stuff. The project should have two modules
1. Android and iOS apps for customers to order groceries and food stuff.
Customers should register for the first time. Should be able to see items available, select and enter quantity and add to cart, enter delivery address with GPS location. Check out and online payment facility should be there with cash on delivery option. Once the order completed, a whatsapp message should be delivered to the store keeper to notify the new order, the customer also receive the notification via whatsapp as well as push notification in the app.
2. Web based app (PC and Mobile friendly) for administration
Store keeper will use the app for updating items, update order status, Send push notification to users about new offers and updates
