Hello. Did I understand correct, that you need simple version of freelancer.com? :) If so, I can implement it for you in the following technologies: 1. java - as a back end. 2. Angular - as a front end. All code (and all 3-rd party dependencies) will be built in one war file, which could be deployed on the JEE server (like Apache Tomcat).
