I can suggest you some thing more simple and low cost. there are various techniques to prevent air locking and also to sense water level. further more we can add RF remote triggering devices to switch on and off the water pump upon empty or full tank respectively. Before going into the details, let me mention that there is a simple mechanical device that can solve your problem. We had similar problems in our farmhouse located on a hill and this device was the cure. Maybe you already know it. It is called "air release valve". It has a floating element like the one in water sensors and this element controls a discharge valve so that the discharge valve is open only for air. You should be able to find it in warehouses, please ask them about mounting instructions. If you can mount it before the flowmeter (should be done under water supplier's authority ), it will release air without affecting the flowmeter reading. I have BS, MS and PhD degrees in Electrical and Electronics Engineering from one of the most reputable universities in Turkey and have 15 years of analog and microcontroller based systems design experience (both hardware and firmware) and 5 years of RF design experience.
