Hello. I am French. What are you exactly looking for? someone to translate articles, or someone to rewrite French articles? I can do both. I work manually, no Google or software. You are however offering a fee that calls more for Google work... nobody working manually will accept USD2 per hour. For that price you will get Google work that you can do yourself, why would you want to pay for that? Google will give you useless jiberish but a lot of people subcontract like this to get cheap work done then resell the articles to people who don't speak the language and will never know it is useless...
