ASP or PHP based interactive community with discussion board

I wish to invite outline quotes and development timescales from freelance ASP or PHP coders for the following interactive web application. This project is for a trial site - funds are limited as I am developing and paying for this personally. Project Specification 1) Subscription 1.1 User applies through an online application form. Probably about 10 data fields to be filled out initially. Application data to be dumped in a database. 1.2 Subscription applications to appear in a back-end web page only accessible by administrators. 1.3 Back end administrator is then able to set a username/password for access to the main body of the site. Need to be able to set a subscription timeout date here. 2) Access 2.1 Once the administrator has set the login and password and contacted the subscriber, the user should be able to gain full access to a restricted area of the site. 2.2 On first login, the user should be prompted to fill out a full 'profile', capturing another 10 -15 fields of information, again stored in the back-end database and viewable through the back end admin interface. A login history should also be stored against each user profile. 3) Services in the restricted area 3.1 Threaded discussion forums, fully searchable by keywords and person posting. The interface to be simple and categorized, much like [login to view URL] and with a similar type of 'advanced search' facility. 3.2 When posting a message, each person's name to be linked to their personal profile. Users should be able to click on it to view a profile. 3.3 When reading a message, users should be able to 'rate it' on a scale of one to ten for usefulness/relevance. When they do so, 'points' are added to the profile of the person who posted the message and the message itself displays the number of points it has won. 3.4 Meeting place - search and contact other members - a standard search on various criteria across the membership profiles. Member email addresses should not be revealed in the results, but an email contact form should be included which people can use to contact another member, without revealing their email address. 3.5 Knowledge Library - a place where administrators can create categories and post up articles within each category. This could be done through a back-end input form (with Title, Heading, Subheading, Picture upload, Body Text, Links), or as a document upload, to attach a download document to a category entry. 4) Back-end interface 4.1 A full interface for managing the system should be included, accessible only through a login password combination. 4.2 View a list of submitted 'unapproved' members and the 'date submitted'. 4.3 View a list of 'approved members' and their joining/expiry dates. 4.4 Add, edit and approve incoming member applications. 4.5 Assign login/password combinations for restricted access. 4.6 Add and edit full user profiles, post approval. Inlcuding viewing the 'points' they earn by other users rating their postings. 4.7 Quick search for members. 4.8 Add and remove categories to the Knowledge Library. 4.9 Add entries to Knowledge Library categories. 4.10 Attach Word, Excel or PDF documents to an entry within a Knowledge Library category. 4.11 Edit the discussion forum - open any message, edit or delete it. 4.12 Add, edit or delete all discussion forum threads or categories. 5) Other points 5.1 Ideally we're looking for a fully hosted solution and costs for this should be included 5.2 . A rate for future maintenance/development/enhancements should also be included. 5.3 Code should be comprehensively commented throughout the development process. 5.4 Documentation about how the system works and database schema diagrams should also be included.
