Designing a competency-based training program

I am studying for Certificate IV in Training & Assessment (TAE 40110), a qualification offered by VET in Australia. There are expansive assignments in this course and I need help form ONLY a Certified Trainer preferably who holds a Certificate IV in Training & Assessment or a Diploma in Training Design & Development (from Australia). There is no referencing style needed. The first assignment is Designing a competency-based learning program and mapping them to competencies There are specific templates with instructions in them to follow while doing these assignments, which makes it tricky to have the a clear per-page word count. and hence only who holds the qualification will understand clearly what needs to be done. The assignments need to be done on the templates itself. I will share all the templates, resources and guides once we finalise a deal. The assignment is attached herewith (It is a template which contains both the questions and the guide to do it). If the assignment doer does a great job, I will have 3 or 4 more assignments to get done as well.
