CUDA GPGPU programming in C/C++ compiled in Visual Studio 2013 for Windows 10 x64

We wish to develop the following simple application as a competency test for future phases of CUDA programming work. We are willing to hire several independent contractors for this phase of work.
This will be a command-line algorithm that takes as input the number {trials}.
E.g., [login to view URL] -trails=10000
Use the attached lookup table (20x20).
Calculate {trials} numbers that are the product of 20 lookups.
Run the operation first in the CPU and then in the GPU (parallelized) and report the total run time taken for each.
Output the calculated number for each trial along with timestamps at each row from all CPU and GPU calculations.
For each trial in {trials}
variable_product = 1
For i = 1 to 20
Create two random numbers between 1-20
Lookup the values of the two numbers in columns "coordinate A" and "coordinate B" respectively
Multiply variable_product by value in column "value"
